APPROVED - Acquisition as part of an intracorporate reorganization of the assets of the radio programming undertaking CFOM-FM Lévis from Radio Etchemin Inc. The Commission will issue a licence to Astral Media Radio for the remainder of the term of CFOM-FM's licence, which expires on 31 August 2006, upon surrender of the current licence to the Commission.

The Commission replaces each of the small incumbent local exchange carriers' (ILECs') direct toll rates, which were based on Phase III costs, with a direct connection (DC) rate, an equal access (EA) charge, and trunking tariffs for the facilities used to interconnect an interexchange carrier's point of interconnection with a small ILEC's switch. 2005-8 - The Commission denies Vidéotron Télécom ltée's application. The Commission finds that Bell Canada provided support structure and maintenance services to BCE Nexxia Inc. (Bell Nexxia) consistent with approved tariffs and did not give an undue preference to Bell Nexxia, contrary to subsection 27(2) of the Telecommunications Act . The Commission also finds that neither Bell Nexxia, nor Bell Canada was required to satisfy an imputation test with regard to the provision of services to the Commission scolaire des Patriotes. 2005-11 - The Commission varies Annual price cap filings deferral account - related issues, Telecom Decision CRTC 2004-42, 22 June 2004, in order to provide equitable regulatory treatment to Aliant Telecom Inc., and directs the company to recalculate the amount of money that it must transfer into the deferral account for the reduction of the contribution revenue-percent charge. More specifically, the company may exclude from the 2001 capped service revenue base the capped service revenues of the former Maritime Tel & Tel Limited, since these revenues did not reflect the impact of the initial 4.5 percent contribution revenue-percent charge. 2005-17 - The Commission finalizes the retail quality of service (Q of S) rate adjustment plan for the large incumbent local exchange carriers. Customer credits payable under the rate adjustment plan must be implemented by 30 June of each year to customers of record as of 31 May. No changes are made to the 13 Q of S indicators used in the interim Q of S rate adjustment plan and the Total Maximum Adjustment Value continues to be set at 5% of local service revenues. The standard adjustment table used to calculate the rate adjustment for each Q of S indicator is simplified. In addition, a requirement for a rate adjustment is added in the event that a Q of S indicator is missed for 5 or more months in a year, but is above the average minimum required performance level for the year. The Commission also extends the obligations currently imposed on local exchange carriers regarding the multi-dwelling unit (MDU) access condition and the disclosure of the MDU access agreements to include Coalition members that provide services to end-users in MDUs, whether they provide services directly, or indirectly as a wholesaler. 2005-63 - Issues with respect to the provision of optical fibre.
