The Commission approves the application by 591989 B.C. Ltd. to change the authorized contours of its radio station CIQB-FM Barrie.

The application

The Commission received an application by 591989 B.C. Ltd., a corporation part of the Corus Group, to change the authorized contours of the radio programming undertaking CIQB-FM Barrie, by increasing the effective radiated power (ERP) from 795 watts to an average ERP of 4,300 watts and by increasing the antenna height.

The licensee stated that the proposed changes would improve CIQB-FM's signal quality to better serve its listeners in Barrie.

Interventions

The Commission received several interventions supporting the application and an intervention from Saul Chernos. Saul Chernos raised concerns related to interference, including that an increase in CIQB-FM's ERP would result in an increase in adjacent channel interference to CKHA-FM Haliburton, owned by Haliburton County Community Radio Association.

Applicant's reply

591989 B.C. Ltd. stated that this application meets the Department of Industry's (the Department) requirements relating to the protection of other radio frequencies and that the technical amendment sought herein will not affect CKHA-FM.

Commission's analysis and determination

In its evaluation of the application, the Commission has considered the views of the applicant and of the intervener. The Commission is satisfied that this amendment is in the public interest as it will serve to improve the signal reception quality of CIQB-FM. The Department has confirmed to the Commission that this proposal is conditionally technically acceptable.

Accordingly, the Commission approves the application by 591989 B.C. Ltd. to change the authorized contours of the radio programming undertaking CIQB-FM Barrie, by increasing the ERP from 795 watts to an average ERP of 4,300 watts and by increasing the antenna height.

The Commission notes that the authorized contours of this undertaking will increase significantly as a result of the proposed changes.

The Department has advised the Commission that, while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.

The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.
