1999-27 - Order respecting the distribution of the French-language television service of TVA Group Inc. - Attached to the Public Notice is the Commission’s Order (1999-1) respecting national distribution of the French-language television network, TVA. Consistent with the objective of Decision CRTC 1998-488 to increase the availability of French-language television services across Canada, all broadcasting distribution undertakings (BDUs) to which this Order applies must distribute TVA's signal as part of the basic service, effective 1 May 1999.

1999-27-1 - Order respecting the distribution of the French-language television service of TVA Group Inc. - Correction to Distribution Order 1999-1

1999-28 - 1. Star Choice Television Network Incorporated, across Canada. To amend the broadcasting licence of its national satellite relay distribution undertaking (SRDU). 2. Alberta and British Columbia. The Commission has received applications from cable licensees to amend the broadcasting licences of the cable distribution undertakings listed in the notice, by authorizing the distribution, at their option, of various programming services from Spokane, Washington, as part of the basic service. Deadline for intervention: 23 March 1999.

1999-29 - Contributions to Canadian Programming by Broadcasting Distribution Undertakings

1999-29-1 - Extension of Deadline for Filing Requests for Certification as Eligible Independent Production Fund - The deadline set by the Commission for receipt of submissions on this matter was 23 April1999. The Commission hereby extends the deadline to 31 December 1999. The 23 April 1999 deadline continues to apply for funds that were created after 16 February 1999. As indicated in Public Notice 1999-29, funds must comply with the Commission's criteria set out in that notice to be eligible to receive BDU contributions.

1999-42 - Receipt of radio initiatives proposed by the CAB - The Commission acknowledges the receipt of the CAB’s letters. Although the amendments to the regulations became effective on 3 January 1999, the Commission encourages cooperation between the music industry and the broadcasting industry to develop proposals capable of furthering the goals reflected in recent regulatory changes. The Commission will examine and seek public comment on any such proposal in due course. The Commission reiterates that the provisions of the regulations that came into force on 3 January 1999 are in no way affected by the CAB's proposals.

1999-43 - Province of Alberta, Learning and Skills Television of Alberta Limited To amend the broadcasting licence of the English-language satellite to cable programming television service responsible for delivering educational programming throughout the Province of Alberta by amending condition of licence #10; Vancouver, British Columbia Fairchild Radio (Vancouver FM)Ltd. To amend CHKG-FM Vancouver. Deadline for intervention: 16 April 1999.

1999-44 - Quebec City and Sainte-Anne-De-Beaupré, Quebec CBC. To amend CBV-FM Quebec City, by adding an FM mono transmitter at Sainte-Anne-de-Beaupré operating on frequency 96.7 MHz (channel244A1) with an effective radiated power of 124 watts. The CBC expects that the new transmitter will enable them to offer a better quality service in the region located along Route 138 between Montmorency and Beaupré. It is noted that this amendment was submitted following CBV’s conversion to the FM band, approved in Decision CRTC 1997-295 dated4 July 1997. Deadline for intervention: 1 April 1999.

1999-51 - Barrie, Belleville,Brantford, Ontario and surrounding areas, etc., and Montréal and surrounding areas,including the National Capital Region, LOOK Communications Inc. For the authority to effect a change in ownership by transferring Teleglobe Inc.'s("Teleglobe") controlling interest (58%) to Telesystem Subco (OBCI), a company to be incorporated. Telesystem Subco (OBCI) will now hold the controlling interest while the other shareholders’ interests will remain unchanged. The Commission notes that Telesystem Subco (OBCI) will be a company owned by Telesystem Financial Corporation (662/3%) and by Teleglobe at (33 1/3%). Deadline for intervention: 14 April 1999.

1999-55 - Call for comments on proposed amendments to the Radio Regulations, 1986 regarding local management agreements- The Commission seeks public input regarding its proposal to institute a regulatory mechanism for the evaluation of local management agreements. The Commission invites interested parties to submit comments regarding the proposed amendments to the regulations. The Commission notes that the purpose of this Public Notice is to seek comments on the proposed regulations and not on the issues which were considered in the proceeding announced in P.N. 1998-42. Interested parties may forward submissions by12 May 1999.

1999-56 - Call for comments on proposed amendments to the Broadcasting Distribution Regulations regarding certain fees for specialty services charged to subscribers - The Commission seeks public input regarding its proposal to amend the process by which cable companies may increase basic monthly subscriber fees when adding Canadian specialty television services to the basic service package. The Commission notes that the purpose of this Public Notice is to seek comments on the proposed amendments and not on the issue of specific wholesale fees authorized for various specialty services. Interested parties may forward submissions by12 May 1999.

1999-64 - Bear Lake, British Columbia, Regional District of Fraser-Fort George To amend the radiocommunication distribution undertaking serving Bear Lake, by deleting the distribution of YTV, Canada Inc. and by adding the distribution of The Discovery Channel. 1999-66 - Call for applications for a broadcasting licence to carry on a radio programming undertaking to serve Rimouski,Quebec - Persons interested in submitting such an application are required to file a letter of intent no later than 21 May 1999, followed by a formal application to the Commission no later than 21 June 1999, and are also required to submit all necessary technical documentation to the Department of Industry by the same date.

1999-67 - HGTV CANADA INC. (Home and Garden Television HGTV"), Across Canada To amend its English-language national specialty television programming service. HGTV proposes a wholesale rate of $0.19 per subscriber per month when its service is carried as part of cable operators’ or other distributors’ basic service package. Deadline for intervention: 27 May 1999.

1999-68 - 3216195 CANADA INC.,Across Canada To amend the national English-language digital Direct-to-Home (DTH)Pay-Per-View (PPV) and terrestrial PPV programming undertakings known as Sports/Specials Pay-Per-View (Sports Specials); The Sports Network (TSN), Across Canada To amend the licence for the national specialty television programming service. TSN seeks authority to operate a program repeat channel that would rebroadcast TSN programming on a separate channel. Deadline for intervention: 27 May 1999.

These distributors are authorized to increase their basic monthly subscriber fee by $0.15 per subscriber per month.
