CHPD-FM Aylmer - Technical change

The Commission approves the application by Aylmer and Area Inter-Mennonite Community Council to amend the broadcasting licence for the low-power ethnic radio programming undertaking CHPD-FM Aylmer by changing the frequency from 107.7 MHz (channel 299LP) to 105.9 MHz (channel 290A1) and by changing the authorized contours through an increase in the effective radiated power, from 50 watts to 250 watts. The proposed Class A1 service is the lowest level of a protected FM service.

The licensee proposed to increase the coverage area of the station in order to improve the quality of the signal of the station and to provide the signal to those of its target audience who currently cannot receive it.

The Commission received six interventions in support of this application.
|
|

|
The Commission notes that CHPD-FM is a German-language FM radio station of particular interest to members of the local German-speaking Mennonite community, a great many of whom do not speak English. The station provides four hours of programming per day to a rural area that has no other local broadcaster.

The Commission is of the view that approval of this application will not have a significant negative impact on any existing station and will result in an improvement in service to CHPD-FM's limited audience.

As a result of the technical amendments approved in this decision, CHPD-FM's status will change from that of a low-power unprotected service to a regular Class A1 FM service.

The Department of Industry (the Department) has advised the Commission that, while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.

|
The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.
