Insertion of promotional material in the local availabilities of U.S. satellite services and request to distribute CKEM-TV Edmonton and CICT-TV Calgary in Medicine Hat

1.

The Commission approves the application by TELUS Communications Inc. (TELUS) to amend the broadcasting licence for its cable broadcasting distribution undertaking serving the communities noted above, in order to add the following condition of licence:
 

The licensee may, at its option, insert certain promotional material as a substitute for the "local availabilities" (i.e., non-Canadian advertising material) of non- Canadian satellite services. At least 75% of these local availabilities must be made available for use by licensed Canadian programming services for the promotion of their respective services, for the promotion of the community channel and for unpaid Canadian public service announcements. A maximum of 25% of the local availabilities may be made available for the promotion of discretionary programming services and packages, customer service information, channel realignments, cable FM service and additional cable outlets.

The Commission also approves the licensee's request to distribute, at its option, CKEM-TV (IND) Edmonton and CICT-TV (Global) Calgary, as part of its discretionary service in Medicine Hat.

The Commission did not receive any interventions in connection with this application.

This amendment is consistent with the approach taken by the Commission in Proposal to insert certain promotional material in the local availabilities of U.S. satellite services, Decision CRTC 95-12, 18 January 1995.

The Commission reminds the applicant that the Commission is not generally prepared, at this time, to consider applications to use such availabilities for the broadcast of commercial advertising.
