CALL FOR APPLICATIONS FOR BROADCASTING LICENCES TO CARRY ON
NEW MULTIPOINT DISTRIBUTION SYSTEMS (MDS) RADIOCOMMUNICATION DISTRIBUTION UNDERTAKINGS TO PROVIDE SERVICE IN BRITISH COLUMBIA |
The Commission announces that it has received applications for broadcasting licences to carry on new MDS radiocommunication distribution undertakings to provide service in various localities in British Columbia.

The Commission hereby calls for applications from other parties wishing to obtain such a licence to provide an MDS service to communities in British Columbia.
|
Persons interested in submitting such an application are required to file a letter of intent no later than 29 September 1999, followed by a formal application to the Commission no later than 29 October 1999, and are also required to submit all necessary technical documentation to the Department of Industry by the latter date.

The Commission also reminds applicants that they must comply with the eligibility requirements set out in the Direction to the CRTC (Ineligibility of Non-Canadians),
SOR/97-192, dated 8 April 1997, as amended by SOR/98-1268, dated 15 July 1998 and the Direction to the CRTC (Ineligibility to Hold Broadcasting Licences), SOR/85-627, dated 27 June 1985, as amended by SOR/97-231, dated 22 April 1997. |
The Commission requires that applications include a business plan, including financial projections of revenues, subscribers, expenses, capital costs and a statement of changes in financial position for the pre-operating period and each of the seven (7) years of the proposed licence term. All of the underlying assumptions used to prepare the projections must also be provided.

In addition, the application must also contain documentary evidence demonstrating that, should the application be successful, all of the proposed funding within the business plan will be unequivocally available on or before the date that the Commission renders its decision on the application. For the convenience of applicants, the Commission has available upon request a document entitled "Documentation Required by the Commission to Support the Availability of an Applicant's Proposed Financing".

The Commission will announce at a later date the public process where applications will be considered and where they may be examined by the public.

Notice of each application will also be published in newspapers of general circulation within the area to be served.
|
The public will be given the opportunity to comment on any application by submitting written intervention(s) to the Secretary General of the Commission (CRTC, Ottawa, K1A 0N2) and by serving a true copy of the intervention(s) on the applicant(s) at least twenty-five (25) days before the date of the hearing.
