Description: This is a submission in support of the need for much greater access, level of usability, level of functionality and equal benefit from services and the money paid for them by persons who are blind. Rogers and Bell Canada, in our opinion, have been notorious for their efforts to exploit and victimise people who are blind trying to benefit from their services and as licensees the CRTC must correct this scandalous behaviour resulting from a lack of regulatory protection for citizens who are blind. The approach of leaving accessibility to market forces has, as predicted, been a failure which has allowed these companies to exploit, victimise and abuse people who are blind since 1994.

Description: The cost is the ultimate issue for access, not for the companies, but for the consumer. For TV, Internet, land phone and cell phone services, there is no provision for the elderly, sick or infirm with limited funds. A cell phone for example costs more here than in Europe, it cost more per minute than in Europe and, when you buy pay as you go service it expires every 30 days unless you pay more. Access must be viewed in the broader context, not only should services be provided by companies wishing to participate in the industry, but the cost of basic services for those in need must be considered.
