Re: Unresolved issues related to the accessibility of telecommunications and broadcasting services for persons with disabilities, Broadcasting Notice of Public Hearing CRTC 2008-8 and Telecom Public Notice CRTC 2008-8 (PN 2008-8)

Dear Mr. Woodhead:

The Commission notes that in Use of deferral account funds to improve access to telecommunications services for persons with disabilities and to expand broadband services to rural and remote communities, Telecom Decision 2008-1, January 17 th , 2008, it approved the proposals made by Telus to conduct trials of Internet Protocol Relay Services (IPRS) and Video Relay Services (VRS).   During the public consultation that was part of the PN 2008-8 proceeding, Telus noted that the VRS trial was due to begin in January 2009 and last 12 months and that the IPRS trial was scheduled for the first quarter of 2009 and would last two months.

The Commission also notes that parties have raised a number of issues with regard to relay services in the PN 2008-8 proceeding and that the Commission expects to release its decision in this proceeding before the conclusion of the trials.   With this in mind, the Commission requests that Telus provide its comments, no later than December 10 th , 2008 on the value of proceeding with the trials at this time, identifying the impact of stopping the project now.
