Description: In a letter dated 26 October 2012, the Commission directed Bell Canada (or the Company) to file quarterly status reports related to its deferral account-funded broadband program that received final approval in Telecom Decision CRTC 2010-805 (referred to as the October letter).  Thus far, the Company filed two reports pursuant to this directive – one dated 15 January 2013 (referred to as the January Report) covering the status of the work as of the end of 2012, and the other dated 15 April 2013 (referred to as the April Report) covering the status of work as of 31 March 2013.  In both reports, the Company noted that work is on target and that we were fully committed to ensuring that the program would be rolled out by the deadline of 31 August 2014.  In a letter dated 5 June 2013, the Commission acknowledged this commitment, but expressed concern over our ability to meet that deadline.  The Commission directed us to identify:  a) the major risks associated with the rollout plan; and b) the mitigation strategies to address each risk such as, for example, accelerating the rollout to specific communities.  Bell submitted the requested information in a letter dated 17 June 2013(referred to as the June letter).
