Re: TELUS Communications Company’s Annual Deferral Account Update Report
Dear Sir:
On 2 April 2012, the Commission received a report by TELUS Communications Company (TCC) on the rollout of broadband service to Commission-approved communities using funds from its deferral account. TCC noted that it was filing its report in accordance with paragraph 83 of Follow-up to Telecom Decision 2008-1, Proposal by TELUS Communications Company to dispose of the funds remaining in its deferral account, Telecom Decision CRTC 2010-639, 31 August 2010.
In its report, TCC indicated that it had determined that the Beaver Valley (Marguerite Lake) community does not merit consideration as a community for the rollout of broadband service using funds from its deferral account because it had discovered that there was only a single cabin, and no permanent residents, in the area.
TCC proposed to replace the uninhabited Beaver Valley (Marguerite Lake) location with the community of Dog Creek in order to maintain the company’s approved total of 159 deferral account communities.
Commission staff notes that the Commission approved TCC’s use of deferral account funds to provide broadband service to the community of Beaver Valley (Marguerite Lake) in Telecom Public Notice CRTC 2006-15 ‒ Use of deferral account funds to expand broadband services to certain rural and remote communities, Telecom Decision 2007-50, 6 July 2007, as amended by Telecom Decision 2007-50-1, 27 July 2007. Commission staff further notes that the Commission has not approved the use of deferral account funds to provide broadband service to the community of Dog Creek.
Commission staff considers that should TCC wish to proceed with its proposal to replace Beaver Valley (Marguerite Lake) with Dog Creek on its list of approved communities, parties should have the opportunity to comment on its proposal. As a result, TCC should request such a change by filing a Part 1 application.
