RE:  TELUS Communication Company – Annual Deferral Account Update Report

Dear Mr. Woodhead,

On 2 April 2013, the Commission received a report by TELUS Communications Company (TCC) entitled “TELUS’ Annual Deferral Account Update Report,” in which the company provided an update on its accessibility initiatives and broadband network expansion rollout using funds from TCC’s deferral account.

By letter dated 10 March 2006, the Commission requested that the incumbent local exchange carriers (ILECs) provide their broadband expansion proposals. In that letter, the Commission indicated that “If new technologies that meet the service and least-cost technology requirements are introduced in the market place during the roll-out of the program, the ILEC may re-engineer appropriate projects and report the details as part of its Reporting Requirements.”

Commission staff understands that TCC has rolled out broadband services to some communities using wireless technology. Commission staff requests that TCC identify the communities in which it has rolled out, or intends to roll out, broadband services using wireless technology or any technology other than digital subscriber line (DSL) technology. Commission staff notes that TCC is also required to provide updates on its choice of alternative technologies in future reports.

Further, TCC has identified in its report that it intends to roll out broadband service to certain communities in 2014. Commission staff requests that TCC confirm that it intends to complete the rollout of broadband service to these approved communities by 31 August 2014.

TCC is requested to provide its response to the above by 10 May 2013.
