Description: On 24 January 2011, Bell Aliant Regional Communications, Limited Partnership (Bell Aliant) and Bell Canada (collectively, the Companies) submitted Reply Comments with regards to Bell Aliant Tariff Notice 349 and Bell Canada Tariff Notice 7293 (the Tariffs).  On 25 January 2011 the Commission issued Telecom Decision CRTC 2011-44, Usage-based billing for Gateway Access Services and third-party Internet access services (Decision 2011-44) in which it determined that usage-based billing (UBB) rates for an incumbent carrier's wholesale residential Gateway Access Service (GAS) and for a cable carrier's third-party Internet access services are to be established at a discount of 15 percent from the carrier's comparable UBB rates for its retail Internet services.  In this decision the Commission also denied the Companies' request for a 60-day implementation period from the date of its decision noting that it was unduly long.
