We offer frame relay as a means of accessing our IP network services. How should this revenue be reported?
Offering seamless interoperability between IP networks and legacy access methods such as frame relay is intended to simplify the customer decision-making process and experience when migrating to an IP-VPN network. In this scenario, the frame relay accesses are to be included with IP-VPN revenue. Similarly, Ethernet, ATM or dial access to IP-VPN networks should also be included with IP-VPN revenue.
We offer high-speed Internet services with Ethernet as an access method. Should these be included in the Ethernet category?
No. Ethernet accesses used to provide Internet service should be reported as Internet revenue. Similarly, revenue from an Ethernet access to IP-VPN services should be reported under IP-VPN.
Ethernet revenues should include services which allow the connection of physically disparate customer LAN equipment over the local or wide-area. Some locations may have multiple logical connections over a single physical connection (VLANs). Generic terms such as LAN extension or Transparent LAN are used to describe these services.
We offer access to both the public Internet and a VPN tunnel to our customers' network on the same physical access. How do we report this?
Report the access as Internet revenue and the tunnel as IP-VPN revenue.
Do data link operating revenues include all packet-based service revenues?
No, all packet-based services are not data link services. Where a service has the characteristics of private line, with dedicated capacity and no carrier involvement with signalling or traffic routing, except for internal management or diagnostic purposes, then it is considered a private line service and not a data link service, even if it is packet based. An example of this is Ethernet Private Line (EPL).

Where should we report dark fibre revenues?
Private line may include revenues from dark fibre IRU/sales, and wavelength services.
What is the difference between short haul and long haul private line?
Short haul private lines are those that originate and terminate within the same exchange.
Where should I include Ethernet private line (EPL) service revenues?
Ethernet private line (EPL) service is a private line service. These revenues are to be included in the private line market sector. In general, where a service has the characteristics of private line, with dedicated capacity and no carrier involvement with signalling or traffic routing, except for internal management or diagnostic purposes, then it is considered a private line service, even if it is packet based, as is the case with Ethernet Private Line (EPL).
