Aggregated annual return Survey

This survey is to be completed by all large broadcasting distribution undertakings, multi-system operators and over-the-air television and radio ownership groups in Canada, as identified in Broadcasting Public Notice CRTC 2008-97. The requirement to complete the aggregate annual returns was subsequently expanded to encompass discretionary service providers as well the large designated broadcasting groups.

For the collection of data for the period ended 31 August certain entities will be asked to submit their data.  Such entities have been contacted directly and are required to complete the survey forms and return them to the Commission.

The collection of aggregate financial data at the aggregate level is pursuant to Broadcasting Public Notice CRTC 2008-97.

Significant changes

Television

  • Page i - Conventional Television Financial Summary:
    • The line "Small Market Local Programming Fund (SMLPF)" revenue has been removed. In its place, a new line has been added for "Independent Local News Fund (ILNF)".

Television and Discretionary & On-Demand Aggregate

  • Page ii - Television - Direct Operating Expenses - Programming and Production:
  • New lines have been added to capture the following:
    • "Third-party promotion (non-VI services only)"
    • "Other Canadian programming expenses:"
    • "Programming produced by Indigenous producers"
    • "Programming produced by an official language minority community producer" in both "Amounts included in total Canadian programs telecast for”: and "Amounts included in total other Canadian programming for”: sections.

  • Page i - Summary of revenues and expenses:
    • An additional line has been added to capture "Channel placement/carriage" revenue.
    • A new line has been added for "Locally reflective news programming" operating expenses.
    • The line "Channel lease" has been removed from the detailed "Non-programming services" section.
  • Page iii - Affiliation payments and subscribers:
    • Additional lines have been added to capture IPTV breakdown.
  • Page v - Financial Contributions to the Creation and Production of Canadian Programming:
    • An additional line has been added to capture "Total exempt programming revenue" separately from other revenue.
    • Significant changes have been made to reflect the BDU contribution regime announced in Broadcasting Regulatory Policy CRTC 2016-224.
