On 19 April 2010, Bell Aliant Regional Communications, Limited Partnership (Bell Aliant) and Bell Canada, collectively the Companies, filed their Total Subsidy Requirement (TSR) and associated subsidy per NAS calculations for 2010, and indicated in their respective submissions that they intended to disaggregate the residential Primary Exchange Service (PES) costs that have been approved for purposes of the subsidy calculations (e.g., the costs approved in Telecom Decision CRTC 2001-238, dated 21 April 2001, as amended in Decision 2001-238-2) for Band E and Band F within their Ontario and Québec serving areas.

Description: In Telecom Decision CRTC 2007-27, dated April 30, 2007, the Commission, at paragraph 230, directed that the ILECs file their subsidy per residential NAS calculations by March 31st of each year. Subsequently, in Telecom Decision CRTC 2010-160, dated March 17, 2010, the Commission directed that, in paragraph 22, all large ILECs include negative inflation in their subsidy calculations. Furthermore, in paragraph 29, the subsidy calculations would be submitted within 30 days of Decision 2010-160.
