In its letter, filed 24 days after receiving the MTS Allstream application, Bell requests that it be granted almost twice the standard period to comment on MTS Allstream’s application – 58 days rather than 30 days. Description: On 7 March 2011, MTS Allstream Inc. (MTS Allstream) filed a Part VII application with the Commission requesting the Commission to review and vary certain calculations used in setting monthly rates for unbundled loops in Decision 2011-24.  Specifically, MTS Allstream requested that the Commission: a) correct formula errors in Bell's 2005 depreciation studies, b) correct the ARLs to reflect the depreciation curves and average service lives approved by the Commission for Bell, c) correct the ARL calculations to reflect the fact that older copper cable has material useful life remaining, and d), ensure that structure cost factors and maintenance expense factors have been correctly applied to the capital cashflows in the study.
