Re: Process request with respect to the Review and Vary Application of Telecom Decision 2011-24 by Bell Aliant Regional Communications, Limited Partnership and Bell Canada – Monthly recurring rates and service charge rates for unbundled loops in Ontario and Quebec, and the Bell Aliant Regional Communications, Limited Partnership Part 1 application seeking updated costs for residential Primary Exchange Service (PES) for subsidy calculation purposes
Commission staff is in receipt of correspondence from MTS Allstream Inc. (MTS Allstream), dated 18 October 2011, requesting an extension to the time scheduled for comments and reply comments for the above noted proceedings.
MTS Allstream submits that the time allowed for intervenors to analyze the data and to prepare and file comments is, in both proceedings, inadequate given the complexity of the issues and the forthcoming hearing on Interconnection issues.
With regard to the Bell Aliant Part 1 application on updated residential PES costs used for subsidy calculation purposes, MTS Allstream proposes that the deadline for comments of other parties be extended from October 28, 2011 to November 9, 2011 and the deadline for reply comments from Bell Aliant be extended from November 4, 2011 to November 16, 2011. Commission staff notes that by letter, dated 20 October 2011, the deadlines for comments and reply comments in this proceeding were extended beyond the dates proposed by MTS Allstream. Hence, Commission staff sees no need to alter those deadlines.
With regard to the review and vary application by Bell Aliant Regional Communications Limited Partnership (Bell Aliant) and Bell Canada (the Bell companies), MTS Allstream proposes that the deadline for comments of other parties be extended from October 24, 2011 to November 7, 2011 and the deadline for reply comments from the Bell companies be extended from October 31, 2011 to November 14, 2011.
With regard to the deadlines for comments and reply comments for the review and vary application by the Bell companies, in the circumstances cited by MTS Allstream, Commission staff agrees to the dates proposed by MTS Allstream.
