Dear Ms Griffin-Muir and Mr. Palmer:

Re: Request by Bell for an extension to proceeding initiated by MTS Allstream’s application seeking to review and vary Telecom Decision CRTC 2011-24 concerning rates for unbundled local loops

Commission staff is in receipt of a letter dated 31 March 2011 from Bell Aliant Regional Communications, Limited Partnership and Bell Canada (collectively, the Bell companies) requesting a four week extension to the timeline for providing their response to MTS Allstream Inc.’s (MTS Allstream’s) application, dated 7 March 2011, for a review and vary of Telecom Decision CRTC 2011-24 concerning rates for unbundled local loops.

Commission staff is also in receipt of a letter dated 4 April 2011 from MTS Allstream objecting to the request for an extension to the timelines for the Bell companies’ response to the application.

Commission staff considers that an extension of time should be granted to provide Bell Canada and other parties an opportunity to file responses to MTS Allstream’s application. Accordingly, the deadline for parties to file responses in respect of MTS Allstream’s application is now 26 April 2011 and the deadline for MTS Allstream’s reply to responses from interested parties is 6 May 2011.

Yours sincerely
