- A PVR is a consumer device that digitizes broadcast or cable TV onto a hard disk; it allows TV viewers to time shift, pause and fast forward (until real time) or to record a program for viewing at a later date like a VCR.The ability to skip commercials has given rise to concerns on the part of advertisers and broadcasters that the revenue model for advertiser supported television may be in jeopardy.
