  Application by CTV Television Inc. to amend the licence of television programming undertaking CICI-TV Sudbury, Ontario.
  The licensee proposes to add CKNY-TV-11 Huntsville to broadcast the programming of CICI-TV Sudbury in order to serve the population of Huntsville.
  CKNY-TV-11 operates on channel 11 with an average effective radiated power of 178,900 watts (maximum effective radiated power of 325,000 watts). There will be no changes to the technical parameters of the transmitter.
  The above-noted transmitter is presently licensed to CTV Television Inc. as a television programming undertaking (TPU) which expires 31 August 2008.
  The licensee states that it has ceased providing separate news programming directed to Huntsville.
  For this reason, CTV Television Inc. notes that it is no longer necessary to hold a separate TPU licence for this transmitter and has requested the revocation of that licence.
  Should this application be approved, the Commission will revoke the separate TPU licence issued to CTV Television Inc. for CKNY-TV-11 Huntsville.

Opaskwayak Cree Nation (The Pas) Manitoba
Application No. 2004-0983-0
  Application by Russel C. Cook (on behalf of a non-profit corporation to be incorporated) for an extension of the time limit to implement the English-language type B FM native radio programming undertaking at Opaskwayak Cree Nation near The Pas authorized in Decision CRTC 2000-132 , dated 28 April 2000.
  The applicant is requesting an extension until 25 October 2005 to implement the service.
  The applicant states that the extension is necessary as the radio plans continue to be negotiated and that it would allow the applicant to prepare the necessary tasks for the radio station.
  The current applicationrepresents the fifth request for an extension of time to commence the operation of this undertaking.
  The Commission approved the first request for an extension of time from 28 April 2001 to 26 April 2002 in Decision CRTC 2001-761, dated 17 December 2001; the second request for an extension of time to 25 October 2002 was approved in Broadcasting Decision CRTC 2002-115, dated 26 April 2002; the third request for an extension of time to 25 October 2003 was approved in Broadcasting Decision CRTC 2003-33, dated 7 February 2003; and the fourth request for an extension of time to 25 October 2004 was approved in Broadcasting Decision CRTC 2004-71, dated 4 February 2004.

  Application by Kesitah Inc. to amend the licence for the radio programming undertaking CFEQ-FM Winnipeg, an FM station presenting youth-oriented contemporary Christian music.
  The applicant proposes to modify condition of licence No. 5 set out in Broadcasting Decision CRTC 2002-226, which reads:
  "The licensee shall devote a minimum of $10,000 per year to support Canadian talent development. The $10,000 shall be allocated as follows: $2,000 to underwrite local Canadian Christian music concerts; $6,000 for a two-song CD recording awarded to five recipients, and $2,000 for music scholarships."
  The applicant's Canadian talent development expenditures for the broadcast years 2002-2003 and 2003-2004 are outlined in the attached Table 1.
  The licensee proposes to make contributions to CTD for the 2004-2005, 2005-2006, and 2006-2007 broadcast years in accordance with the attached Table 2. The proposed changes would allow the licensee to:
  - Allocate $1,900 during the 2004-2005 broadcast year and a final payment of $1,933 during the 2005-2006 broadcast year to music scholarships, and a final payment of $3,000 during the 2004-2005 broadcast year to two-song CD recordings awarded to five recipients.
  - Increase, in stages, annual expenditures on local music concerts or on concerts involving local artists.
  - Add a CTD initiative entailing annual expenditures on audio recordings, video productions, and/or talent contests.
  - During the final years of the licence term, 2007-2008 and 2008-2009, spend a minimum of $8,000 on the concerts and a talent contest and up to $2,000 on the audio recordings and/or video productions, for annual expenditures of at least $10,000.
  The applicant states that its proposed plan will more directly encourage performance and other ways of marketing local artists and will have the greatest impact on the careers of Canadian artists compared to any other methods it has considered.

  During each of the 2007-2008 and 2008-2009 broadcast years the applicant proposes to spend at least $8,000 on concerts and a talent contest and up to $2,000 on audio recordings and/or video productions, for a minimum expenditure of $10,000 each year.

  Application by Aboriginal Voices Radio Inc. for an extension of the time limit to commence the operation for the Native-language type B FM native radio programming undertaking at Calgary, authorized in Three new radio stations to serve Calgary,Decision CRTC 2001-172, 12 March 2001.
  The applicant is requesting an extension until 12 March 2005, to complete the construction of the undertaking and implement the service.
  The current application represents the fourth request for an extension of time to commence the operation of this undertaking.
 

The Commission approved the first request for an extension of time from 12 March 2002 to 12 March 2003 in Broadcasting Decision CRTC 2002-107, dated 22 April 2002; the second request for an extension of time to 12 September 2003 was approved in Broadcasting Decision CRTC 2003-97 dated 14 March 2003; the third request for an extension of time to 12 September 2004 was approved in Broadcasting Decision CRTC 2003-583, dated 20 November 2003.
