Licence amendments for CKEM-TV and CKAL-TV

The Commission approves the applications by Craig Broadcast Alberta Inc. to amend the current conditions of licence imposed on CKEM-TV Edmonton and CKAL-TV Calgary relating to expenditures on Canadian programming and the exhibition of programming in under-represented categories. The amended conditions of licence are set out below.

Canadian programming expenditures

It is a condition of each licence that the licensee, over the course of the licence term, contribute a minimum of $14,070,000 to a fund in support of independent program production in Alberta, and to ensure that $11,835,000 of this amount is directed to independent Alberta producers for the production of priority programming as defined in Public Notice CRTC 1999-97, Building on Success - A Policy Framework for Canadian Television.

This amendment will permit the contributions that the licensee makes to a fund that supports independent program production in Alberta to be used not just for drama, music and variety programming, but also for other priority programming such as documentaries.

Exhibition of programming in under-represented categories

It is a condition of each licence that the licensee broadcast, during the evening broadcast period, as minimum weekly averages: 6 hours of Canadian drama, music or variety programming throughout the 1998, 1999 and 2000 broadcast years; 6 hours 30 minutes of Canadian drama, music or priority programming as defined in Public Notice CRTC 1999-97, Building on Success-A Policy Framework for Canadian Television, throughout the 2001 broadcast year; and 7 hours of such programming throughout the 2002 and 2003 broadcast years.

This change reflects the Commission's television policy enunciated in Public Notice CRTC 1999-97. In the policy, the Commission redefined the concept of "under-represented programming" (drama, music and variety programs) to include long-form documentaries, regionally-produced programs and entertainment magazine programs. At the same time, it renamed programming from under-represented categories as "priority programming."

Intervention

The Commission has noted the concerns expressed in an intervention opposing these applications.
