- by increasing the day time transmitter power from 10,000 to 50,000 watts;

- by increasing the night time transmitter power from 10,000 to 50,000 watts;

- by changing the frequency from 1410 kHz to 1280 kHz; and

- by relocating the transmitter approximately 15 kilometres southwest of the actuel site.

The licensee states that the above technical changes are necessary in order that it may produce a satisfactory Supplementary Proof of Performance to the Department of Industry in order to renew CFMB's broadcasting certificate.

The Commission notes that the proposed changes would modify CFMB's contours.

Applications (951879600, 951878800, 951880400) by TVA RÉGIONAL INC., (formerly 9023-3826 Québec inc.) (a wholly owned subsidiary of Télé-Métropole inc.) and GLOBAL COMMUNICATIONS LIMITED, on behalf of TVA CANWEST, a limited partnership:

a) for authority to acquire the assets and for a broadcasting licence to continue the operation of the (television) programming undertaking CKMI-TV Quebec City. The licence would be in effect upon surrender of the current licence issued to Télé-Métropole inc.;

b) to amend the broadcasting licence by deleting the condition of licence requiring that the CKMI-TV station be affiliated to the Canadian Broadcasting Corporation network;

c) to amend the broadcasting licence by deleting the condition of licence requiring the licensee to provide 3 hours per week of local programming; and

d) to amend the broadcasting licence of CKMI-TV to add transmitters at Sherbrooke, operating on channel 11 with an effective radiated power of 12,900 watts and at Montréal, operating on channel 67 with an effective radiated power of 4,980 watts.

The applicant commits to 6 hours weekly of first-run news program productions over CKMI-TV and proposes 6 hours 30 minutes of other first-run regional programming.

The Commission notes that in a letter dated 6 September 1996, Télé-Métropole inc. submitted additional information concerning the applications already submitted. Consequently, intervenors who had already submitted interventions further to Notice of Public Hearing CRTC 1995-14 may amend or withdraw them and advise the Commission and the applicant before the 12 November 1996 deadline for intervention for this hearing. Other interested parties may also submit new interventions concerning these applications on or before the deadline date of 12 November 1996..

The application (199609319) by 3242722 Canada inc. seeks authority to acquire control of CFCF inc. The company 3242722 Canada inc. is a wholly owned subsidiary of 3233006 Canada inc., which itself is a wholly owned subsidiary of Le Groupe Vidéotron ltée (GVL).

The application (199609377) by GVL on behalf of CF Câble TV inc. (CF Câble) seeks authority to transfer effective control of CF Câble and its subsidiaries to Vidéotron ltée. This transfer of control is in the context of the proposed corporate reorganization, in order to group all the cable television activities under one corporate branch.

Still in connection with the corporate reorganization, the applications (199609401, 199609393, 199609385) by GVL on behalf of Réseau Quatre Saisons inc. seek authority to transfer the assets of television stations CFAP-TV Quebec City, CFJP-TV Montréal and CJPC-TV Rimouski, and the licence of the Quatre Saisons television network from CFCF inc. to Réseau Quatre Saisons and then obtain broadcasting licences to continue the operation of the above undertakings, upon surrender of the current licences issued to CFCF inc., on the same terms and conditions as the current licences.

Finally, application (199609418) is submitted by Réseau Quatre Saisons inc. to transfer its effective control from CFCF inc. to Télé-Métropole, by the transfer of all issued and outstanding shares to Télé-Métropole inc.
