ISSUE NO. 2

The Commission will hold a public hearing commencing on 2 December 1996, at the Holiday Inn Select, 99 Viger Avenue, Montréal, Quebec, to consider the following:

50. ACROSS CANADA
|
Application (199610606) by ALPHASTAR CANADA INC. for a broadcasting licence to carry on an English- and French-language national Direct-to-Home (DTH) satellite distribution undertaking.
|
The undertaking would distribute basic and discretionary programming services, including English- and French-language national broadcasting television network services, licensed Canadian specialty, pay and DTH pay-per-view (PPV) television services, audio programming services and authorized non-Canadian programming services.
|
The applicant intends to deliver its proposed service using American satellite facilities subleased from its sister U.S. home satellite service, AlphaStar Television Network Inc. The applicant states that "these arrangements will continue until such time as Telesat Canada is in a position to make reliable Canadian satellite space segment of sufficient bandwidth available to AlphaStar at a competitive price".

Application (199610613) by ALPHASTAR CANADA INC. for a broadcasting licence to carry on an English- and French-language national Direct-to-Home (DTH) satellite pay-per-view programming undertaking.
|
The proposed service would offer 10 to 15 pay-per-view channels as well as a "Program Guide" service. The programming will consist, for the most part, of feature films, but will also be dedicated to sporting and other special events. The applicant is proposing to maintain a minimum Canadian to non-Canadian ratio of 1:20 for feature films and 1:7 for events.

The applicant states that the proposed service would be offered to DTH subscribers on a discretionary basis and that the pricing structure will be dependent upon the market place.
