Le Conseil conclut que TELUS Communications Inc. (TELUS) n'a pas réussi à prouver qu'il existe un doute réel quant à la rectitude de la décision 2000-745 et de la décision 2001-238. Par conséquent, le Conseil rejette la demande présentée par TELUS en vue de faire réviser la décision 2000-745 pour qu'à compter du 1er janvier 2002, l'exigence de subvention totale (EST) soit calculée en fonction d'un supplément de 25 % plutôt que de 15 %. Le Conseil rejette également la demande présentée par TELUS en vue de faire réviser la décision 2001-238 afin que les tarifs de lignes dégroupées et les coûts du service local de base (SLB) soient rendus provisoires, demande selon laquelle les tarifs de lignes seraient fixés à un taux calculé par TELUS, majoré de 25 %, et les coûts du SLB de résidence ayant servi au calcul de l'EST seraient rajustés. Le Conseil rejette également la demande de TELUS visant la tenue d'instances de suivi portant sur les coûts de la Phase II et sur les politiques du Conseil en matière de supplément. Toutefois, le Conseil se penchera sur le traitement des dépenses de portefeuille dans le cadre de l'instance relative à l'examen de la Phase II. Référence : 8662-T42-03/01.
