Le Conseil s'abstient, à certaines conditions, de réglementer les services de liaison spécialisée intercirconscriptions (LSI) haut débit et les services de données numériques sur les routes où des concurrents de plusieurs entreprises de services locaux titulaires offrent ou fournissent des services à une largeur de bande DS-3 ou supérieure. Le Conseil détermine également qu'EastLink Limited n'est pas tenue de faire rapport, à l'égard des routes LSI prévues dans l'ordonnance Télécom CRTC 99-434, des arrangements avec ses affiliées pour réacheminer le trafic entre son commutateur à Halifax et les diverses circonscriptions où elle fournit un service local.
