Call-Net Enterprises Inc. ("Call-Net") on behalf of itself and its affiliated companies, including Sprint Canada Inc., submits this Application under Part VII of the Telecommunications Rules of Procedure and pursuant to Sections 48(1), 55, 60 and 70 of the Telecommunications Act (the "Act") requesting that the Canadian Radio-television and Telecommunications Commission ("CRTC" or "Commission") immediately issue an order, on an expedited basis, directing Bell Canada Inc. (Bell Canada) to cease and desist certain specific conduct in the competitive toll market place which is in contravention of section 27(2) of the Act.
