Subject: Part 1 Application To Review And Vary Telecom Regulatory Policy CRTC 2024-26 - Implementing Thousand-Block Pooling

The Commission is in receipt of a Part 1 Application filed by Bell Canada, Cogeco Communications Inc., the Independent Telecommunications Providers Association, Québecor Media Inc., Saskatchewan Telecommunications, TELUS Communications Inc., and Westman Media Cooperative Ltd. (collectively, the Applicants) seeking to review and vary Telecom Regulatory Policy CRTC 2024-26 - Implementing Thousand-Block Pooling (TRP 2024-26).

In the application, the Applicants expressed concern with the viability of several milestone deadlines contained within TRP 2024-26 given the dependency of these milestones on standards and process to be developed. As such, the Applicants request that the Commission:

  1. Suspend the direction at paragraph 99 of TRP 2024-26 that local exchange carriers (LECs) and wireless carriers implement TBP by 6 October 2025;
  2. Request that the Canadian Steering Committee on Numbering (CDCN) file a report with the Commission by 30 September 2024, providing a plan for the implementation of TBP, including the required activities, responsible parties, and proposed timeline; and
  3. Amend the date for the CDCN to file a report examining the inclusion of unused numbers from previously assigned CO codes to the number pooling inventory (at paragraph 107 of TRP 2024-26), to 30 September 2024.

The application was posted to the Commission’s website on 23 May 2024. Given the importance of the issues raised in the context of the preservation of numbering resources and the proximity of certain deadlines mentioned in the application, Commission staff is adopting an expedited process for this application.

Consequently, the deadline for interested parties to file interventions is 7 June 2024; the deadline for the applicants to file their reply is 14 June 2024.

This letter and any subsequent submissions will be placed on the CRTC’s website. As set out in section 39 of the Telecommunications Act and in Procedures for filing confidential information and requesting its disclosure in Commission proceedings, Broadcasting and Telecom Information Bulletin CRTC 2010-961, parties may designate certain information as confidential but must provide a detailed explanation of why the designated information is confidential and why its disclosure would not be in the public interest, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in disclosure. Furthermore, should parties designate information as confidential, they must either file an abridged version of the document omitting only the information designated as confidential or provide reasons why an abridged version cannot be filed.

Note that, in accordance with its normal practices, the Commission may disclose or require the disclosure of information designated as confidential if it determines that its disclosure is in the public interest, i.e., where the specific direct harm does not outweigh the public interest in disclosure.

Where a document is to be filed by a specific date, the document must be received, not merely sent, by that date.

The Commission requires all documents to be submitted electronically by using the secured service “My CRTC Account” Partner Log In or GCKey and filing the “Telecom Cover Page” located on that web page.
