Subject: Procedural directions related to Bell Canada’s Part 1 Application regarding revenues applicable to the calculation of CNAC funding

Dear Phil Gauvin and Bill Barsley,

On 11 July 2023, Commission staff issued a letter to the Canadian Numbering Administration Consortium (CNAC) indicating that staff was of the view that data services provided over a mobile wireless network should be factored into total telecommunications services revenue for the purpose of calculating contributions to Canadian Numbering Administrator (CNA).

On 30 January 2024, Bell Canada (Bell), on behalf of itself and its affiliates, filed a Part 1 Application with the Commission. While the initial deadlines of the proceeding were established for 5 March 2024 for interventions and 15 March 2024 for Bell’s reply, as reflected on the Commission’s website, staff notes that the application was only made complete on 9 February 2024. As such, by way of this letter, staff revises the deadlines for the filing of interventions on the record of this proceeding for 14 March 2024 and 25 March 2024 for Bell’s reply.

The above notwithstanding, Bell’s application seeks, among other things, that the Commission direct that CNAC’s 13 December 2023 determination that Bell Mobility must refile its 2023 worksheet by 31 January 2024 be paused, and that all other CNAC Reporting Worksheet filing deadlines be similarly paused, pending the Commission’s consideration of other matters raised in the application.

Commission staff is of the view that shorter intervention timelines should apply to the request for a pause in CNAC filing deadlines.

Therefore, all interested persons are invited to comment on Bell’s request that the Commission direct CNAC to pause all CNAC Reporting Worksheet filing deadlines until the other elements of this application are determined by the Commission.

Notwithstanding the overall deadlines for the proceeding as detailed above, comments limited to this specific issue of pausing filing deadlines are requested by 19 February 2024. Bell may file a reply to any comments filed on this matter by 23 February 2024

This letter and any subsequent submissions will be placed on the CRTC’s website. As set out in section 39 of the Telecommunications Act and in Procedures for filing confidential information and requesting its disclosure in Commission proceedings, Broadcasting and Telecom Information Bulletin CRTC 2010-961, 23 December 2010, parties may designate certain information as confidential though must provide a detailed explanation on why the designated information is confidential and why its disclosure would not be in the public interest, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in disclosure. Furthermore, should parties designate information as confidential, they must either file an abridged version of the document omitting only the information designated as confidential or provide reasons why an abridged version cannot be filed.

The Commission requires all documents to be submitted electronically by using the secured service “My CRTC Account” (Partner Log In or GCKey) and filing the “Telecom Cover Page” located on that web page.

For all deadlines, relevant documents must be received, not merely sent, by that date.
