Revised list of non-Canadian programming services authorized for distribution – Annual compilation of amendments

1. In Broadcasting Public Notice 2006-55, the Commission announced that it would periodically issue public notices setting out revised lists of eligible satellite services that include references to all amendments that have been made since the previous public notice setting out the lists was issued.

2. In Broadcasting Regulatory Policy 2011-399, the Commission replaced the lists of eligible satellite services with a simplified, consolidated list known as the List of non-Canadian programming services authorized for distribution (the list). This new list came into effect 1 September 2011.

3. Accordingly, in Appendix 1 to this regulatory policy, the Commission sets out all amendments made to the list since the last compilation was issued in Broadcasting Regulatory Policy 2013-18. In addition, the non-Canadian programming services authorized for distribution that were approved up to and including 10 December 2013 are set out in Appendix 2.

4. The Commission notes that, as set out in Broadcasting Regulatory Policy 2013-666, The Satellite Channel of Southern Television Guangdong was removed from the list, as requested by Southern Television Guangdong, the operator of the service. It also notes that, as set out in Broadcasting Regulatory Policy 2013-509, German TV was renamed DW (Amerika). Finally, the Commission notes that, as set out in Broadcasting Decision 2012-259-1, Rogers Communications PartnershipFootnote 1 erroneously identified in its application the service that it sponsors as Caribbean Everyday Entertainment Network when the name of the service is actually Caribbean Entertainment Everyday Network. These changes are reflected in Appendix 2.

Only those services appearing on the most recent list are authorized for distribution. This list is available on the Commission’s website at www.crtc.gc.ca under “Broadcasting Sector” and may be obtained in hard copy on request.

Distributors are not permitted to package Playboy TV in such a way that subscribers are obligated to purchase Playboy TV in order to purchase any other programming service. Distributors are required to take measures to fully block the reception of both the audio and video portions of Playboy TV to subscribers that request it not be receivable in their home (in either unscrambled or scrambled analog form).
