Various campus and community radio programming undertakings – Licence renewals

1. The Commission renews the broadcasting licences for the campus and community radio programming undertakings set out below from 1 January 2013 to 31 August 2019.1 The terms and conditions of licence for the undertakings are set out in the appendices to this decision specified below.

2. The Commission received joint interventions in support of the application by Société radio communautaire Victoria.

3. In Broadcasting Notice of Consultation 2012-460, the licensee of CJEU Gatineau was identified as being in non-compliance with section 9(2) of the Radio Regulations, 1986 (the Regulations) for the 2009-2010 broadcast year. However, as the station was in a testing phase during the specified period, CJEU was not required to submit an annual return and is therefore in compliance with the Regulations.

The licences will expire 31 August 2019.

Conditions of licence

The licensee shall adhere to the conditions set out in Standard conditions of licence for campus and community radio stations, Broadcasting Regulatory Policy CRTC 2012-304, 22 May 2012.

Appendix 2 to Broadcasting Decision CRTC 2012-683

Term and conditions of licence for the community radio programming undertaking CINQ-FM Montréal, Quebec

Term

The licence will expire 31 August 2019.

Conditions of licence

  1. The licensee shall adhere to the conditions set out in Standard conditions of licence for campus and community radio stations, Broadcasting Regulatory Policy CRTC 2012-304, 22 May 2012.
  2. The licensee shall devote a minimum of 65% of the category 2 vocal musical selections broadcast in each broadcast week to French-language musical selections, except for musical selections broadcast during the periods devoted to ethnic programming.
  3. The licensee shall devote no more than 40% of its weekly broadcast time between 6 a.m. and midnight to ethnic programming, as defined in the Radio Regulations, 1986.
  4. The licensee shall ensure that at least 7% of musical content aired during ethnic broadcast periods is Canadian.
  5. The licensee shall provide ethnic programming aimed at a minimum of five cultural groups in at least five languages.
