Application by CTVglobemedia Inc. on behalf of its subsidiary CTV Television Inc., to amend the broadcasting licence for the television programming undertaking CFCF-TV Montréal by adding a digital transmitter.
The new digital transmitter would operate from the existing CFCF-TV tower on channel 12 with an average effective radiated power (ERP) of 10,600 watts (maximum ERP of 10,600 watts with an effective height of antenna above average terrain of 299.6 metres).
The applicant originally applied to the Commission for a new post-transitional digital television licence. Subsequently, it indicated that it supported the Commission's proposed approach to the licensing framework for over-the-air digital services outlined in Broadcasting Notice of Consultation 2009-615. In that notice, the Commission stated that it no longer considered it necessary to issue separate transitional DTV licences. The Commission instead proposed to authorize the simulcast of a service's programming on a digital transmitter by way of an amendment to the existing analog service's licence. In light of the Commission's determination set out in Broadcasting Regulatory Policy 2010-69, the Commission will be considering the application as an amendment to the existing licence.

The licensee proposes to add a post-transitional digital transmitter, CHOT-PT Gatineau to simultaneously broadcast existing analog programming in order to adequately serve the population of Gatineau.
The transmitter would operate on channel 40 with an average effective radiated power (ERP) of 46,500 watts (maximum ERP of 111,400 watts with an effective height of antenna above average terrain of 358 metres).
The licensee is submitting this application to comply with Broadcasting Public Notice 2007-53, which sets 31 August 2011 as the date for the transition to digital. The licensee proposes to add two post-transitional digital transmitters, CFEM-PT Rouyn-Noranda and CFEM-PT-1 Val d'Or, to simultaneously broadcast existing analog programming in order to adequately serve the population of Rouyn-Noranda and Val d'Or.
The new CFEM-PT transmitter would operate on channel 13 with an average effective radiated power (ERP) of 10,526 watts (maximum ERP of 22,000 watts with an effective height of antenna above average terrain of 219.6 metres).
The CFEM-PT-1 transmitter would operate on channel 10 with an average ERP of 16,200 watts (maximum ERP of 22,000 watts with an effective height of antenna above average terrain of 201.1 metres).
The licensee is submitting this application in order to comply with Broadcasting Public Notice 2007-53, which sets 31 August 2011 as the date for the transition to digital. Furthermore, the licensee wishes to comply with Broadcasting Regulatory Policy CRTC 2010-167, which determines that the Rouyn-Noranda/Val d'Or market would be added to the first group of markets where transition to digital is mandatory.

Application by Rogers Broadcasting Limited (Rogers) to move the transitional digital transmitter CHNM-DT-1 Victoria.
The digital transmitter CHNM-DT-1 Victoria would be moved from its authorized location at Mount MacDonald on channel 54B to Camosack Manor in downtown Victoria on channel 29. Rogers is also requesting authority to implement a post-transitional digital transmitter at that location.
The new station would operate on channel 29 with an average effective radiated power (ERP) of 1647 watts (maximum ERP of 2750 watts with an effective height of antenna above average terrain of 99.6 metres).
Rogers also requests authority to cease operation of its analog transmitter CHNM-TV-1 Victoria upon commencement of digital transmission on channel 29, which Rogers expects to occur two months from Commission approval.

A true copy must be sent to the applicant, and proof that this has been done must accompany the intervention sent to the Commission.
The Commission advises those who file and serve by electronic mode to exercise caution when using e‑mail for service of documents or notification, as it may be difficult to establish that service has occurred.
Parties must ensure that, before initiating service through electronic mode, they will be able to satisfy the Commission, upon request, that service of the notification was completed.
Submissions longer than five pages should include a summary.
Each paragraph of the submission should be numbered. In addition, where the intervention is filed by electronic means, the line ***End of document*** should be entered following the last paragraph of the document, as an indication that the document has not been damaged during electronic transmission.
