Application No. 2007-1631-8
Application by Astral Media Radio G.P. to renew the licence of the commercial radio programming undertaking CKCR Revelstoke, expiring 31 August 2008.
It appears to the Commission that the licensee may have failed to comply with the Radio Regulations, 1986 relating to the broadcast of Canadian content for category 2 music during the broadcast week of January 14 to 20, 2007.
The Commission intends to inquire into this matter at the hearing. The Commission expects the licensee to show cause at this hearing, why a mandatory order should not be issued requiring the licensee to comply with the Radio Regulations, 1986 relating to the broadcast of Canadian content for category 2 music during the broadcast week.
The Commission notes that, in Decision CRTC 2004-329, under its former licensee (Standard Radio Inc.), the station was issued a four-year short term renewal based on its failure to comply with the Radio Regulations, 1986 relating to the broadcast of Canadian content for category 2 music.

Application No. 2007-1312-4
Application by Rogers Broadcasting Limited (Rogers),to acquire the assets of the ethnic television programming undertaking CHNM-TV Vancouver (also referred to as Channel M) and its related transmitter in Victoria, British Columbia, as well as the digital television undertaking CHNM-DT  Vancouver and its related transmitter in Victoria, British Columbia, from Multivan Broadcast Corporation (the general partner), and 650504 B.C. Ltd., Douglas M. Hotlby, Geoffrey Y.W. Lau, Robert H. Lee, Joseph Segal and RCG Forex Service Corp. (the limited partners), carrying on business as Multivan Broadcast Limited Partnership (collectively Multivan).
The applicant is also requesting licences to continue the operation of the undertakings under the same terms and conditions as those in effect under the current licences.
The value of the transaction, based on the letter of intent, is $60 million. The applicant proposed to spend $6 million in tangible benefits (representing 10% of the value of the transaction).
CHNM-TV was approved in 2002 in Broadcasting Decision CRTC 2002-39. Consequently, the proposed transaction would occur within its first licence term.
Rogers is the licensee of 4 ethnic television stations serving Toronto, Calgary and Edmonton. The proposed transaction would provide Rogers with a fifth ethnic television station in another large market.

Nanaimo, British Columbia
Application No. 2007-0363-8
Application by the Canadian Broadcasting Corporation (CBC) to amend the licence of the English-language radio programming undertaking CBCV-FM Victoria.
The licensee proposes to add an FM transmitter atNanaimo to broadcast its programming service Radio One originating from CBCV-FM Victoria, in order to adequately serve the population of Nanaimo.
The transmitter would operate on frequency 104.1 MHz (channel 281B1) with an average effective radiated power of 3,000 watts (maximum effective radiated power of 7,000 watts/antenna height of 183.7 metres).
The CBC advises that the transmitter is intended to not only improve its Radio One service to Nanaimo but also to provide programming originating from Vancouver Island instead of Vancouver. It also indicates that although Nanaimo is theoretically covered by its AM station CBU out of Vancouver, the signal in and around the community is marginal and suffers intermittent degradation during both day and night.
The Commission originally Gazetted this application as item 7 in Broadcasting Public Notice CRTC 2007-31, 26 March 2007. As a result of other interest in the lower mainland area of British Columbia and the call for applications for Vancouver (Broadcasting Public Notice CRTC 2007-95, 10 August 2007), the present application will now be considered with competing applications for Vancouver.
This application is technically mutually exclusive with a number of these applications.
