  The licensee wishes to amend its licence with the following condition:
 

to broadcast a weekly minimum of 9% of its musical selections from content category 3 to Canadian selections broadcast in their entirety.

  This would represent a reduced level of Canadian category 3 music selections which, as set out in the campus radio policy, requires a minimum weekly level of 12%.

  Application by Cogeco Cable Canada Inc., on its own behalf and on behalf of its subsidiary Cogeco Cable Quebec Inc. (collectively Cogeco) to amend the broadcasting licences of its Class 3 Ontario (individual) and its Class 2 and Class 3 Quebec (regional) cable broadcasting distribution undertakings serving various locations in Ontario and Quebec.
  The licensee proposes to amend the above-mentioned licences in order to add the following condition of licence:
  The licensee is authorized to distribute, at its option, the audio programming service of any licensed satellite subscription radio undertaking on a digital basis. The distribution of satellite subscription radio signals is subject to the following provisions:
 

(i) Subject to the exception outlined in (ii), the licensee may not count the signals of conventional radio programming undertakings for the purpose of fulfilling the preponderance requirement set out in section 6(2) of the Broadcasting Distribution Regulations (the Regulations) unless a subscriber is already receiving 40 channels of one or more licensed pay audio programming undertakings;

 

(ii) A licensee is entitled to count the signals of conventional radio programming undertakings that a licensee is required to distribute under section 22 of the Regulations for the purpose of fulfilling the preponderance requirement set out in section 6(2) of the Regulations; and

 

(iii) The Canadian-produced channels offered by the satellite subscription radio undertaking are deemed to be "Canadian programming services" for the purposes of section 6(2) of the Regulations.

  Application by Trent Radio to renew the licence of thecommunity-based campusradio programming undertaking CFFF-FM Peterborough, expiring 31 August 2007.
  The definition of a Campus station as set out in Public Notice CRTC 2000-12 is a station owned or controlled by a not-for-profit organization associated with a post-secondary educational institution. The Commission expects that the board of directors of a campus radio station will include balanced representation from among the student body, the associated college or university, station volunteers, and from the community at large.
  CFFF-FM has advised the Commission that this association with Trent University may be non-existent and that its board did not include representation from the university.
  The licensee indicated that Trent University's administration stipulated, at the commencement of CFFF-FM's operation, that in order for the university to collect the station's membership from the students, an entirely independent legal entity needed to be created - separate from that of the university. It was the university's desire to ensure that any real or perceived responsibility for the radio operations be eliminated. CFFF-FM's association with Trent University is through their student members.
  In light of this information, the Commission is considering the possibility of renewing CFFF-FM as a Type B community radio station as per the community radio policy (Public Notice CRTC 2000-13).

  Application by The First Alberta Campus Radio Association to renew the licence of the English-language community-based campusradio programming undertaking CJSR-FM Edmonton,expiring 31 August 2007.
  The definition of a Campus station as set out in Public Notice CRTC 2000-12 is a station owned or controlled by a not-for-profit organization associated with a post-secondary educational institution. The Commission also expects that the board of directors of a campus radio station will include balanced representation from among the student body, the associated college or university, station volunteers, and from the community at large.
  CJSR-FM has advised the Commission that the university administration has not shown any interest in having a representative on the First Alberta Campus Radio Association's board of directors.
  The board currently has the maximum number of members. Should a seat become available, CJSR-FM has mentioned that it will work to recruit a University of Alberta administration or faculty representative to the board. The current board will work to create a policy that will be in compliance with Public Notice CRTC 2000-12 paragraph 56. The licensee has confirmed that this policy will be in effect in time for their next annual general meeting - tentatively scheduled to take place in early June. At this AGM, they will endeavor to elect a board that complies with the CRTC's representation guidelines, if such a board is not already in place.
  In light of this information, the Commission is considering the possibility of renewing CJSR-FM as a Type B community radio station as per the community radio policy (Public Notice CRTC 2000-13).

  Application by the Canadian Broadcasting Corporation (CBC) to amend the licence of the English-language radio programming undertaking CBCV-FM Victoria, British Columbia.
  The licensee proposes to add an FM transmitter atNanaimo to broadcast its programming service Radio One originating from CBCV-FM Victoria, in order to adequately serve the population of Nanaimo.
  The transmitter would operate on frequency 104.1 MHz (channel 281B1) with an average effective radiated power of 3,000 watts (maximum effective radiated power of 7,000 watts/antenna height of 183.7 metres).
  The CBC advises that the transmitter is intended to not only improve its Radio One service to Nanaimo but also to provide programming originating from Vancouver Island instead of Vancouver. It also indicates that although Nanaimo is theoretically covered by its AM station CBU out of Vancouver, the signal in and around the community is marginal and suffers intermittent degradation during both day and night.
