Consensus report on wireless number portability - Phase 2 Shared NXXs

  In this Decision, the Commission approves a consensus report filed by the CRTC Interconnection Steering Committee Business Process Working Group that continues the implementation of wireless number portability.

In Regulatory issues related to the implementation of wireless number portability - Follow-up to Public Notice 2006-3, Telecom Decision CRTC 2006-28, 18 May 2006 (Decision 2006-28), the Commission requested that the CRTC Interconnection Steering Committee (CISC) Business Process Working Group (BPWG) develop a process to be used for the transfer (bulk porting) of wireless service providers' (WSPs) leased telephone number blocks to WSPs' networks.

Pursuant to the instructions set out in Decision 2006-28, the BPWG filed two consensus reports for the Commission's approval. These consensus reports, which have been approved by the Commission,1 established the methodology and business processes to implement wireless number portability.

The BPWG has now submitted a report entitled Phase 2 Shared NXXs, dated 16 April 2006 (Report BPRE062d), for the Commission's approval. This report can be found on the Commission's website.

This consensus report outlined the processes and timelines to do bulk porting for exchanges, identified in the Network Working Group's rollout schedule,2 that are to be opened for number portability between 1 March and 12 September 2007, plus exchanges to be opened for local number portability after 15 February 2007 by competitive local exchange carrier request. This report recommended some additions to the assumptions and prerequisites sections from the earlier-approved reports. The BPWG noted that the assumptions in the earlier reports were still applicable and that any carrier new to bulk porting should review all three reports in detail.

The Commission considers that the recommendations set out in the most recent consensus report are reasonable.

In light of the above, the Commission approves the consensus report.
