Licence renewals
|
Following Public Notice CRTC 1996-13 dated 19 January 1996, the Commission renews the licences held by Câblevision T.R.P. inc., for the cable distribution undertakings serving the above-noted localities, from 1 September 1996 to 31 August 2003.

The operation of these undertakings is regulated pursuant to Parts I, III and IV of the Cable Television Regulations, 1986 (the regulations) and the licences will be subject to the conditions in effect under the current licences, as well as to those conditions specified in this decision and in the licences to be issued.

Consistent with Decision CRTC 96-290 dated 31 July 1996, the licensee is relieved, by condition of licence, from the requirement of paragraph 22(1)(a) of the regulations to distribute, at Saint-Mathieu and Saint-Simon, the local service of CJBR-TV (CBC) Rimouski. The licensee will distribute, instead, CKRT-TV (CBC) Rivière-du-Loup, a regional service.

The licensee is relieved, by condition of licence of the requirement of paragraph 22(1)(a) of the regulations to distribute at Trois-Pistoles, the priority service of CIMT-TV-2 (TVA) Trois-Pistoles. The licensee will distribute instead CIMT-TV (TVA) Rivière-du-Loup, a regional signal. The Commission expects the licensee to distribute CIMT-TV on the basic band, as required by subsection 22(1) of the regulations.

Consistent with Decision CRTC 94-828 dated 27 October 1994, the licensee is relieved, by condition of licence, from the requirement of paragraph 22(1)(a) of the regulations to distribute at Trois-Pistoles, CFTF-TV-2 (TQS) Trois-Pistoles, a local signal. The licensee will distribute, instead, CFTF-TV (TQS) Rivière-du-Loup.

Consistent with Decision CRTC 96-248 dated 21 June 1996, the licensee is relieved, by condition of licence, from the requirement of paragraph 22(1)(b) of the regulations to distribute, at Trois-Pistoles, CIVB-TV (SRTQ) Rimouski, a regional service. The licensee will distribute, instead, CIVB-TV (SRTQ) Grand-Fonds, an extra-regional station which offers the same programming.

In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Imple-mentation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.

The Commission acknowledges the intervention submitted by Télé Inter-Rives limitée, licensee of CIMT-TV Rivière-du-Loup, which requested that the applicant distribute priority service CIMT-TV on the basic service of the undertaking rather than that of CFTM-TV (TVA) Montréal, received via satellite. The Commission notes the licensee's reply that it does not distribute CFTM-TV.

The Commission acknowledges the intervention submitted by Télévision MBS inc., licensee of CFTF-TV Rivière-du-Loup, and is satisfied with the licensee's reply thereto.
