The Commission will hold a public hearing commencing on 27 September 1993, at the Conference Centre, Phase 4, 140 Promenade du Portage, Hull, Quebec, to consider the following:
NATIONAL
1. ACROSS CANADA
Application (930682000) by CTV TELEVISION NETWORK LTD. to renew the broadcasting licence of the English-language television network expiring on 31 August 1994.
Issues
At the public hearing, the Commission will review the performance of the licensee since Decision CRTC 87-200 and the subsequent short-term renewals, Decision CRTC 92-442 and Decision CRTC 93-101. In Decision CRTC 87-200, the Commission set several conditions of licence and expectations for CTV to meet over the licence term. The Commission will pay particular attention to the licensee's performance with respect to expenditures on Canadian programming, the scheduling of Canadian drama, and program development.
The Commission will also review the licensee's plans and strategies for the seven-year period beginning 1 September 1994. The issues the Commission intends to address include, but are not restricted to, the following:
New Broadcasting Environment
Since CTV's last licence renewal in 1987, significant developments have taken place within the Canadian broadcasting environment. The emergence of technologies such as digital video compression and universal addressability combined with increasing competition are transforming the conditions under which broadcasters have traditionally operated. The Commission will want to explore with CTV the role of the network in the broadcasting environment of the next seven years, with emphasis on:
1. the network's strategic planning, with particular attention to the network's positioning in respect of other conventional television services, discretionary television services, satellite-delivered services;
2. the potential impact on CTV of the network's plans with regard to any involvement in new discretionary services;
Corporate Structure
A lengthy negotiation process has culminated in a new corporate structure for the CTV network, the elements of which include revised shareholders' and affiliation agreements. The Commission will want to discuss the affiliation agreements and the structure of the ownership and management of the CTV network.
Contribution to Canadian Programming
A new Broadcasting Act (the Act) has gone into effect since the last CTV renewal. The new Act maintains its emphasis on the importance of Canadian programming, continuing to require that each element of the Canadian broadcasting system "contribute in an appropriate manner to the creation and presentation of Canadian programming" and "make maximum use, and in no case less than predominant use, of Canadian creative and other resources in the creation and presentation of programming". The Commission, therefore, will wish to review with CTV its contribution to the development and broadcasting of Canadian programs, including:
1. the network's proposed expenditure and scheduling commitments for Canadian programming, with particular attention to drama and entertainment programming;
2. the network's role in the provision of programming directed toward children and youth;
3. CTV's proposed expenditures on script and concept development;
4. the reflection, through network programs, of all regions of Canada;
5. the relationship of the network to the Canadian independent production sector;
6. the reflection of the multicultural and multiracial nature of Canadian society in network programming;
7. CTV's initiatives to provide service to special segments of the population, such as the deaf and hard of hearing. The Commission will focus, in particular, on the closed captioning of various types of programming, the quality of captioning provided, and the provision of a TDD line for the deaf and hard of hearing.
