Pursuant to Public Notice CRTC 1992-30 dated 21 April 1992, the Commission approves the application by Câblevision Gatineauval Inc. to amend the licence for the cable distribution undertaking serving the above-mentioned communities, by adding a condition of licence allowing the licensee to distribute, at its option, the programming services of Le Réseau des sports (RDS) and The Sports Network (TSN), as part of the basic service. In accordance with subsection 10(2) of the Cable Television Regulations, 1986, subject to a condition of licence, a cable television licensee operating in a francophone market may distribute the English-language specialty service TSN only on a discretionary basis.

In assessing the licensee's application to carry TSN as part of the basic service, the Commission has taken into consideration the fact that the undertaking serves bilingual communities.

Accordingly, the licensee is authorized, by condition of licence, to distribute TSN as part of the basic service so long as it also distributes the French-language specialty service RDS as part of the basic service. The Commission expects these specialty services to be distributed on channels below channel 31. In related decisions released today (Decisions CRTC 92-364 and CRTC 92-365), the Commission approved applications by RDS and TSN to amend conditions of licence regulating their wholesale rates by charging Câblevision Gatineauval Inc. a joint rate of $1.55 until 31 December 1992.
