THE NEW BRUNSWICK TELEPHONE COMPANY, LIMITED - FILING OF TARIFFS FOR INTERPROVINCIAL MONOPOLY SERVICES - INTRODUCTION OF 800 PLUS AND REVISED RATES FOR CANADA 800 SERVICE

The Commission has received an application from The New Brunswick Telephone Company, Limited (N.B. Tel), dated 7 December 1989, for approval of tariffs for those interprovincial monopoly services offered by the company which were not previously required to be filed with the Board of Commissioners of Public Utilities of the Province of New Brunswick.
In Telecom Order CRTC 90-60, dated 19 January 1990, the Commission granted approval to certain of the items in Tariff Notice 2. The Commission requested, by letter dated 15 January 1990, that further information be provided in respect of the tariff items that were not being approved, namely, Advantage Canada Service, Advantage U.S. Service, 800 Plus Service, Canada 800 Service and Frequent Caller Discount-National Service. N.B. Tel responded to the Commission's request by letter dated 14 February 1990.
The Commission granted approval to the tariffs providing for Advantage U.S. Service and Frequent Caller Discount-National Service in Telecom Order CRTC 90-256, dated 22 March 1990. In Telecom Order CRTC 90-334, dated 6 April 1990, the Commission approved tariffs for Advantage Canada Service.
Canada 800 Service and 800 Plus Service
The revised tariff pages submitted by N.B. Tel under Tariff Notice 2 provide for a number of changes to the rates for Canada 800 Service.
N.B. Tel also proposed tariff revisions providing for the introduction of 800 Plus Service. 800 Plus consists of three new features, SingleNumber, FlexRoute and ZonePlus, available to Canada 800 Service subscribers.
The proposed SingleNumber feature would provide customers with the option of utilizing one Canada 800 Service number to serve two or more terminating lines in several locations or Canada 800 Service zones. FlexRoute, when used in conjunction with SingleNumber, would allow customers to vary the terminating locations of calls to 800 Service numbers according to a predetermined schedule depending on time of day, day of week or a particular holiday period. The third proposed feature, ZonePlus, would allow the completion of calls to Canada 800 Service numbers from Canadian NPAs outside the subscribed zone.
The Commission has received similar Canada 800 Service and 800 Plus Service filings from Bell Canada, British Columbia Telephone Company, Maritime Telegraph & Telephone Company, Limited, The Island Telephone Company Limited, and Newfoundland Telephone Company Limited (Nfld Tel), which are currently the subject of public proceedings initiated by CRTC Telecom Public Notices 1989-36, 1990-7, 1990-24 and the approved Directions on Procedure, issued 14 November 1989, for the Nfld Tel general rate proceeding.
The Commission hereby invites public comment on the introduction of 800 Plus and on the revised rates for Canada 800 Service.
