THE ISLAND TELEPHONE COMPANY LIMITED - INTRODUCTION OF 800 PLUS AND REVISIONS TO 800 SERVICE

The Commission has received applications from The Island Telephone Company Limited (Island Tel), dated 11 January and 14 February 1990, for approval of tariff revisions relating to Canada 800 Service.

Canada 800 Service
|
Under Tariff Notice 14, Island Tel proposes to eliminate 140 hour Canada 800 Service and to establish 5 hour service as the basic Canada 800 Service offering for Zones 2 to 4. The company would also reduce the 5 hour contract and overtime rates. For additional hours of usage, Island Tel proposes volume discounts ranging from 15% to 40% in relation to the hourly rate for the initial service period.

Island Tel's proposed revisions would also move the Newfoundland Numbering Plan Area (NPA) from Zone 3 to Zone 2. As a result, Zone 2 would include coverage of all four Atlantic provinces.

Finally, Island Tel proposes to eliminate Zones 5 and 6 by including them in a restructured Zone 4.

800 Plus Service
|
Under Tariff Notice 9, Island Tel proposes General Tariff revisions providing for the introduction of 800 Plus Service. 800 Plus consists of three new features, SingleNumber, FlexRoute and ZonePlus, available to 800 Service subscribers.

The proposed SingleNumber feature would provide customers with the option of utilizing one Canada 800 Service number to serve two or more terminating lines in several locations or Canada 800 Service zones. FlexRoute, when used in conjunction with SingleNumber, would allow customers to vary the terminating locations of calls to 800 Service numbers according to a predetermined schedule depending on time of day, day of week or a particular holiday period. The third proposed feature, ZonePlus, would allow the completion of calls to Canada 800 Service numbers from Canadian NPAs outside the subscribed zone.

In support of its applications, Island Tel has submitted information, including a Telecom Canada economic evaluation study, for which it has claimed confidentiality. It has also provided abridged versions of this information for the public record.

The Commission has addressed interrogatories to Island Tel in connection with these applications. The company has been directed to respond to the interrogatories by 6 April 1990.
