MARITIME TELEGRAPH AND TELEPHONE COMPANY, LIMITED - INTRODUCTION OF 800 PLUS AND REVISIONS TO 800 SERVICE
Reference: Tariff Notices 3 and 6
The Commission has received applications from Maritime Telegraph and Telephone Company, Limited (MT&T), dated 17 November 1989, for approval of tariff revisions relating to Canada 800 Service.
Canada 800 Service
Under Tariff Notice 6, MT&T proposes to eliminate 140 hour Canada 800 Service and to establish 5 hour service as the basic Canada 800 Service offering for Zones 2 to 4. For additional hours of usage, MT&T proposes volume discounts ranging from 15% to 40% in relation to the hourly rate for the initial service period.
The company also proposes the introduction of MT&T 800 Service-Provincial, a Zone 1 800 service, providing coverage for calls originating within Nova Scotia and Prince Edward Island (PEI). For Zone 1 800 Service, MT&T proposes a one hour initial contract period, with a tapered discount schedule for additional hours of usage. This service would eventually replace Zonephone-In, an account-based service that offers volume discounts on regular long distance calls within Nova Scotia and PEI.
MT&T states that the proposed 800 Service-Provincial will not be able to provide all of the features currently offered by Zonephone-In and that it will continue to provide Zonephone-In until the Zone 1 800 Service has been developed further.
MT&T's proposed revisions would also move the Newfoundland Numbering Plan Area (NPA) from Zone 3 to Zone 2. As a result, Zone 2 would include coverage of all four Atlantic provinces.
Finally, MT&T proposes to eliminate Zones 5 and 6 by including them in a restructured Zone 4. The company states that these zones are no longer required following recent reductions in the Telecom Canada long distance rate schedule.
800 Plus Service
Under Tariff Notice 3, MT&T proposes General Tariff revisions providing for the introduction of 800 Plus Service. 800 Plus consists of three new features, SingleNumber, FlexRoute and ZonePlus, available to 800 Service subscribers.
The proposed SingleNumber feature would provide customers with the option of utilizing one Canada 800 Service number to serve two or more terminating lines in several locations or Canada 800 Service zones. FlexRoute, when used in conjunction with SingleNumber, would allow customers to vary the terminating locations of calls to 800 Service numbers according to a predetermined schedule depending on time of day, day of week or a particular holiday period. The third proposed feature, ZonePlus, would allow the completion of calls to Canada 800 Service numbers from Canadian NPAs outside the subscribed zone.
In support of its applications, MT&T has submitted information, including a Telecom Canada economic evaluation study, for which it has claimed confidentiality. It has also provided abridged versions of this information for the public record.
The Commission has addressed interrogatories to MT&T in connection with these applications. The company has been directed to respond to the interrogatories by 5 March 1990.
