Official language minority communities (OLMCs)
Official language minority communities (OLMCs) are defined in the Broadcasting Act (external link) as “English-speaking communities in Quebec and French-speaking communities outside Quebec”.
In keeping with the Official Languages Act (external link) and the Broadcasting Act the CRTC must:
- enhance the vitality of the English and French linguistic minority communities in Canada and support and assist their development, taking into account their uniqueness, diversity and historical and cultural contributions to Canadian society
- foster the full recognition and use of the English and French languages in Canadian society
- protect and promote the French language, recognizing that French is in a minority situation in Canada and North America
- ensure the achievement of the Canadian broadcasting policy objectives, which include reflecting the linguistic duality of Canada and providing programming and opportunities that serve and reflect official language minority communities in Canada
To meet these requirements, the CRTC holds public proceedings, consults with representatives of OLMCs, relies on relevant research, establishes policies and publishes decisions.

Engaging with OLMCs
The CRTC is committed to supporting the participation and vitality of Canada’s OLMCs. This work is supported by a dedicated OLMC engagement team.
The engagement team was created to facilitate the participation of OLMCs in CRTC processes, to help them better understand the regulatory issues that concern them, and to ensure that the needs and interests of OLMCs are taken into account.
Role of the OLMC engagement team:
- communicate and engage with the groups that represent OLMCs across Canada
- serve as a point of contact for OLMCs and their representatives on all matters related to the CRTC's mandate
- support all sectors of the CRTC in their interactions with OLMCs and in considering the issues that affect them
The team actively works to strengthen collaboration with OLMCs and facilitate dialogue—enabling them to share views and provide feedback on CRTC decisions.
