Le Conseil étend également les obligations actuellement imposées aux entreprises de services locaux concernant la condition d'accès aux immeubles à logements multiples (ILM) et la divulgation des ententes d'accès aux ILM, de manière à inclure les membres de la Coalition qui fournissent des services aux utilisateurs finals dans les ILM, que ce soit directement ou indirectement à titre de grossistes. Le Conseil rejette la demande de la Coalition visant à imposer aux propriétaires d'immeubles des restrictions particulières à l'égard des négociations de certains frais de même que sa demande visant à étendre les lignes directrices d'accès rétroactivement au 30 juin 2003.
