Description: On 28 January 2011, Vaxination Informatique (Vaxination) filed a request with the Commission asking that it stay the implementation of usage-based billing (UBB) for the wholesale broadband access service provided by Bell Aliant Regional Communications, Limited Partnership (Bell Aliant) and Bell Canada (collectively, Bell) and known as Gateway Access Service (GAS). Bell filed its original UBB proposal for GAS in Bell Aliant Tariff Notice (TN) 242 and Bell Canada TN 7181 and has since filed amendments, generally lowering the associated usage caps and increasing the usage rates, in TNs 349 and 7293.
