Description:  In Telecom Decision 2002-59, in response to an application brought by CPCC pursuant to subsection 46.5(2) of the Telecommunications Act, the Commission designed Welch Fund Administrative Services Inc. as the administrator of the national contribution fund and approved the agreement between CPCC and Welch relating to the administration of the fund which was effective January 1, 2003.
