Attachment to BMT committee co-ordinator's email May 29th 2001.

On May 24th 2001, the Bill Management Tools (BMT) Committee reached the following consensus:

  1. Participants agreed to provide their written evaluation of four possible methods of promoting BMTs.
  2. Participants agreed to assume, for the purposes of this evaluation, that the BMT information package to be promoted is the existing one (i.e. Installation Payment Plan and Toll Restrict).
  3. Participants also agreed to defer consideration, for the time being, of ILEC internal promotional vehicles (e.g. white pages information, client services, etc.).

The four possible delivery methods which participants agreed to evaluate at this time are:

1. Mailing BMT information through government income security mailings.
2. Reaching front line community groups that work directly with low-income families.
3. Reaching government agencies, whose staff works with low-income Canadians, in order to transmit to them an information/training package.
4. Informing the local offices of elected representatives of the availability of BMTs.

Requested information:

For each of the four (4) possible delivery methods listed above the committee members are asked to:

1. Discuss, in as much detail as possible, the strategy they would recommend to implement in order to reach the target population identified in paragraph 16 of CRTC order 2000-393. Note that participants agreed that it is not necessary, at this time, to address cost or funding considerations.

2. Discuss the relative value of each method (comparing one to another) and assign priority based on an efficiency evaluation: which would be expected to require the least resources to produce the maximum result (results being measured in number of clients, low-income households and/or front lines organisations reached).

In discussing each method, provide maximum detail on:

  1. which specific department or organisation would help us achieve our objectives,
  2. approximately how many citizens, households, organisations or front line workers would be reached,
  3. what are the conditions (if any) for an organisation's or department's participation,
  4. specific regional elements that might limit or improve the efficiency of one method,
  5. any other element that would assist the Committee in evaluating the four methods, such as feedback provided by departments, organisations and individuals contacted.

3. Discuss the optimal assignment of tasks amongst Committee members (and other parties if relevant) to implement the promotional strategy, according to the following elements:

  1. Production of information;
  2. Identifying contacts;
  3. Making official contacts and discussing implementation;
  4. Co-ordinating;
  5. Ensuring follow-up.
  6. Any other required element.

The above is requested to be sent to Commission staff and to other Committee members on the attached list on or before June 22nd 2001.

All committee members are invited to comment in writing on the submissions of other members. Please distribute these comments to Commission staff and to all other members on the attached list on or before July 5th 2001.

It was agreed at our May 24th meeting that a description of our consensus on this item would be sent to all Committee members today so that they could commence work on its as soon as possible. A written summary of the 24 May 2001 BMT Committee meeting is being prepared and will be circulated in draft form to participants shortly.

Finally, participants wishing to comment the summary of the April 2nd meeting, are requested to do so by Friday June 1st, 2001, as agreed on may 24th.
