Description: Rogers Communications Canada Inc. (Rogers) submits this letter in response to the Commission’s request for information (RFI), dated December 20, 2023, concerning the issuance of a visible test alert for the province of New Brunswick through the National Public Alerting System (NPAS) on November 15, 2023 at approximately 10:55 am ADT. This alert was issued by the New Brunswick Emergency Measures Organization (NBEMO) as part of its participation in bi-annual public alerting tests. During testing, NBEMO staff found that the test alert was not observed on television sets at its Operations Centre in Fredericton, New Brunswick. In addition, NBEMO staff advised the Commission that its Operations Centre uses the broadcasting distribution undertaking (BDU) services provided by Rogers, noting that the affected set-top boxes (STBs) were Arris DCX3510-M, DCX700-M, and DCX-700-M (Dolby digital plus). For ease of reference, we have repeated each of the Commission’s questions followed by our response.
