Opening of Hearing at 2:00 p.m.
Chairman: Order please.
Good afternoon ladies and gentlemen and welcome to this hearing of the Commission. My name is Jean-Pierre Blais, Chairman of the CRTC and I will be chairing this hearing. With me on the panel are my colleagues, Peter Menzies, Vice-Chairman, Telecommunications and Christopher MacDonald, Commissioner for the Atlantic Region and Nunavut. Sonia Gravelle will be the Hearing Secretary and Shari Fisher will be our Legal Counsel.
Today, the CRTC is resuming a hearing that began on May 16, 2016 in Vancouver, British Columbia. In the second phase of that hearing, the CRTC planned to address three entities that appeared to be operating radio stations in contravention of the Broadcasting Act.
Mr. Gurpal Singh Garcha and 89.3 Surrey City FM Limited were to appear at the May hearing. However, on the morning of his appearance, Mr. Garcha, President and sole shareholder of Surrey City FM, indicated that he would not attend due to a severe medical condition. In light of this development, the hearing of this item was adjourned to a later date.
On July 6, 2016, the CRTC issued a Broadcasting Notice of Consultation CRTC 2016-64-4 setting that date and re-calling Mr. Garcha and Surrey City FM to this hearing.

Secretary: Thank you Mr. Chairman.
Subsequent to the issuance of Broadcasting Notice of Consultation CRTC 2016-64-4, the Commission entered into a consent agreement with Mr. Garcha and Surrey City FM. On 18 July 2016, the Commission published 2016-64-5 making that item a non-appearing item at this hearing. The item referenced in these notices is therefore being considered today without the appearance of the parties.
The Commission has received interventions for this item and they have been placed on the public file for this hearing.
