Service objective/standards and performance measure for processing telecommunications applications 1 April 2020 to 31 March 2021
This document presents performance results related to the processing of telecommunications applications during the 1 April 2020 to 31 March 2021 fiscal year. The data relates to the processing of Part 1 applications; tariff applications and intercarrier agreements; and applications regarding the destandardization and/or withdrawal of a service.
1. Part 1 ApplicationsFootnote 1
Definition: This item covers all applications filed under Part 1 of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure, except for local forbearance applications. These applications cover a broad range of subjects. Processing typically follows a set structure for the filing of interventions and replies.
Service Objective: Decision to be issued within 4 months of the close of record (COR).

2. Part 1 Applications - Local ForbearanceFootnote 3
Definition: Incumbent local exchange carriers (ILECs) submit local forbearance applications to the Commission to request that it forbear from regulating services in a certain exchange where the presence of local competitors has passed a certain threshold.
Performance measure: Decision to be issued within 120 days of receiving a complete application.Footnote 4

3. Tariff Applications and Intercarrier AgreementsFootnote 6
Definition: This item covers all tariff applications, other than those that are related to the destandardization and/or withdrawal of services, and intercarrier agreements that require approvalNote de bas de page 7.
Service Standards: The service standards are as follows:
- 85 percent of determinations are to be made on an interim or final basis within two months of receipt of a complete application, and
- 95 percent of determinations are to be made on an interim or final basis within four months of receipt of a complete application.
