This form is to register an individual or a regional terrestrial broadcasting distribution undertaking (BDU) as an exempt undertaking. This form applies to all terrestrial BDUs with fewer than 20,000 subscribers wishing to operate or currently operating in a service area where a licensed terrestrial BDU is already in operation.
This form can also be used to request the deletion of one or more existing distribution undertakings from a regional terrestrial BDU licence in order to operate these distribution undertakings as exempt terrestrial BDUs.
Before completing this form, registrants should consult the terms and conditions applicable to exempt terrestrial BDUs serving fewer than 20,000 subscribers set out in:

Deletion of one of more distribution undertaking(s) from a regional terrestrial BDU licence
If you currently have a licence to operate a regional terrestrial BDU and you are requesting the deletion of one or more distribution undertaking(s) from that regional terrestrial BDU licence, the Commission will issue a decision approving the deletion of the undertaking(s) and revoking or amending the licence conditional on these undertaking(s) meeting the criteria for exempt terrestrial BDUs set out in Broadcasting Order 2017-320
You will be able to operate as an exempt terrestrial BDU in the deleted service area(s) once the Commission has issued the decision revoking or amending the regional terrestrial BDU licence.
Revocation of a terrestrial BDU licence
If you currently have a licence to operate a terrestrial BDU and you are registering that undertaking as an exempt terrestrial BDU, you will be able to begin operating as an exempt terrestrial BDU once the Commission has issued the decision approving the revocation or amendment of the terrestrial BDU licence.
Exempt terrestrial BDUs entering a market served by a terrestrial BDU that do not hold a licence
Those wishing to operate an exempt terrestrial BDU with less than 20,000 subscribers in a service area currently served by a terrestrial BDU that does not hold a licence, and that meet the applicable exemption order criteria are automatically exempt and are not required to complete this registration form or to apply for a licence.
Once the registration is processed, the registered terrestrial BDU will be added to the list entitled Radio, TV and Cable Broadcasting Services that do and do not need a licence (the List) available on the Commission's website and it will be notified accordingly.
An exempt terrestrial BDU that has reached 21,000 subscribers in any two consecutive broadcasting years is no longer eligible for exemption and must apply for a licence by completing and submitting Application Form 124 - Application to obtain a broadcasting licence to operate a distribution undertaking. The BDU will still operate under the exemption order until the Commission issues a new licence.

File electronically via My CRTC Account by attaching the registration form to the cover page. My CRTC Account allows you to securely submit documents to the Commission with a user ID and password. Therefore, a signature is not required when using My CRTC Account. Registrants who file their registration form in this manner are not required to submit a hard copy of the registration form and related documents.

The registration form must be divided into sections as set out in the form and include the numbered questions followed by the corresponding response. Responses must be provided, at a minimum, in a size 10 font.
