Subject: Change to Emergency Services Working Group report deadlines – Telecom Decision 2024-56

Dear Ryan Anstey and Nicolas Pierre,

We are writing to inform you of the Commission’s decision regarding your 10 November 2025 letter. In it, you requested an extension to the deadlines for filing Task Identification Form (TIF) reports 95 and 94.

As noted in Telecom Decision 2024-56, the Commission’s Interconnection Steering Committee Emergency Services Working Group (ESWG) was requested to complete the Proof of Concept (PoC) trial for geospatial routing as part of TIF 95 and provide the corresponding TIF 95 report regarding the implementation of geospatial routing by 31 December 2025. The Commission also requested the ESWG to file the TIF 94 report regarding the transition from Basic 9-1-1 to Next Generation 9-1-1 (NG9-1-1) by 30 June 2026.

The ESWG submitted that an extension is required because of several factors which have contributed to the delay in initiating the PoC trial for geospatial routing. It noted that the broader NG9-1-1 transition timeline has been extended to 31 March 2027, which has impacted the scheduling of geospatial call routing. Furthermore, the labs responsible for NG9-1-1 testing are currently engaged with those priority functions, resulting in limited availability to support the PoC trial for geospatial routing. The ESWG also noted there are required standards and technical specifications for geospatial data that need to be agreed upon by stakeholders. The ESWG submitted that until these prerequisites are met, the PoC trial for geospatial routing cannot proceed.

The ESWG’s request to extend the filing deadlines is as follows:

The Commission has reviewed the ESWG’s request and finds it reasonable given: (i) the complexity of the implementation of geospatial routing, (ii) the challenges that are currently being addressed by the ESWG, and (iii) that the prioritization of the labs is consistent with the priorities set out in the Commission’s NG9-1-1 framework. This extension request will permit the ESWG to complete the PoC trial for geospatial routing and provide the Commission with a complete report, that shares valuable results related to the implementation of geospatial routing.

Accordingly, the Commission approves the requested extensions and to complete the PoC trial. The Commission requests that the ESWG: (1) file the TIF 95 report three months following the completion of the PoC trial for geospatial routing, and (2) file the TIF 94 follow-up report six months following submission of the TIF 95 report.

The Commission also requests that the ESWG file a status update for information to the Commission by 11 December 2026 to inform the Commission on the progress of the PoC trial for geospatial routing and to provide prospective filing dates for the TIF 95 and TIF 94 reports.
